I'm not a free Rapidshare downloader (meaning I pay for a subcription) but I too find it very annoying when downloads are numerous for no good reason. In fact, I don't bother anymore if there are too many downloads to complete a full download.
So, If you want my opinion, I'd ban the dude if he has been previously warned. If he has not been warned before, then I'd ban the dude the very next time.
